Public Offer
Version of 26 October 2026
1. General provisions
This document is a public offer (Art. 437(2) of the Civil Code of the Russian Federation) by Nikita Sergeevich Paikov, a self-employed professional income tax payer in Russia, INN 331204508708, trading as Paikov Networks (the “Contractor”), and sets out all essential terms of a contract for paid services with any person who accepts it (the “Client”).
The offer is accepted when the Client pays the Contractor’s invoice in full or in part (advance) under an agreed Brief (Art. 438(3) of the Civil Code). From that moment the contract is concluded in writing on the terms of this offer.
Sending a request through the form on the site is not an acceptance and creates no obligations.
This English text is provided for convenience; the Russian version prevails.
2. Definitions
- Site — the Paikov Networks website on which this offer is published.
- Request — a message from the Client through the form on the Site, by email or in Telegram.
- Brief — the scope, deadlines, price and payment terms agreed by the parties in writing (brief, estimate or proposal).
- Result — design mockups, websites, code, graphics and other results of the work under the Brief.
3. Subject
Under the Brief the Contractor provides design and development services (website design and redesign, product design, branding, web development, MVPs, SEO and performance), and the Client accepts and pays for them. Scope, deadlines and price are set by the Brief, which forms part of the contract.
4. How the work is done
- The Client sends a Request, the parties discuss it, and the Contractor prepares a Brief with price and deadlines.
- Once the Brief is agreed the Contractor issues an invoice; its payment concludes the contract.
- Work follows the stages of the Brief. The Client provides materials, access and answers on time; delays on the Client’s side move the deadlines accordingly.
- Correspondence by the email and Telegram accounts the parties use counts as legally significant.
5. Price and payment
- The price is set in the Brief. VAT is not charged (Art. 4 of Federal Law No. 422-FZ).
- Unless the Brief says otherwise, the Client pays a 50% advance before work starts and 50% after accepting the Result.
- For every payment the Contractor issues a receipt in the «Мой налог» app and sends it to the Client.
6. Delivery and acceptance
- The Contractor delivers the Result as a link, files or access to the site.
- Within 5 business days the Client accepts the Result or sends reasoned comments; with no comments in that time the Result is accepted.
- Two rounds of revisions within the Brief are included; further revisions or changes to the Brief are paid separately.
7. Rights to the Result
- The exclusive rights to the Result pass to the Client in full upon full payment (Art. 1285 of the Civil Code); until then they belong to the Contractor.
- The Contractor may show the Result in its portfolio unless the Client forbids it in writing before work starts.
- Third-party materials (fonts, photos, libraries, plugins) are used under their licences; paid licences are covered by the Client where the Brief provides for them.
8. Cancellation and refunds
The Client may cancel the contract at any time, paying for the services actually rendered and expenses incurred (Art. 782 of the Civil Code; Art. 32 of the Consumer Protection Law). The rest of the advance is refunded within 10 business days.
9. Liability
The parties are liable under Russian law. If the Client is not a consumer, the Contractor’s liability is limited to the amount paid under the contract. Neither party is liable for force majeure (Art. 401 of the Civil Code).
10. Confidentiality and personal data
The parties keep each other’s information confidential except where the law requires otherwise. Personal data is processed under the Privacy Policy and the Consent to the processing of personal data published on the Site.
11. Term, changes and disputes
The offer is valid from publication until withdrawn. A new version applies only to contracts concluded after its publication. Disputes are settled by negotiation (10 business days to answer a claim), then in court under Russian law; for consumers jurisdiction follows the Consumer Protection Law.
